Das Goldfischmädchen Ponyo träumt davon, ein Mensch zu werden – sehr zum Missfallen ihres Vaters, einem Unterwasserzauberer. Mit Hilfe magischer Kräfte gelingt es Ponyo tatsächlich, aus der bunten Wasserwelt auszubüchsen. Als sie an der Küste in Gefahr gerät, wird sie in letzter Sekunde von dem kleinen Sosuke gerettet. Mit ihm entdeckt Ponyo die Überwasserwelt und mit der Freundschaft wächst ihr Wunsch, ein Mensch zu werden und bei ihm zu bleiben.
